Canadian Passenger Lists

I have found a relation that came back to the UK from Canada in 1932.

Upon going back to Canada again, the record shows her as a "Returning Canadian" when she arrived in Quebec later the same year. There is also a note that shows her being in Canada between 1909 and 1932. However I cannot find any record on the passenger lists for her original emmigration in 1909.

Does anyone know why that may be?
